TODAY'S TOPLINES

Do as he says — not as he does. With the midterm elections just weeks away and the 2028 presidential primary season on the horizon, Democratic hopefuls are testing the waters while seizing on momentum built by the populist left. Last week, California Gov. Gavin Newsom (D) traveled to South Carolina — which Democrats just enshrined as the first 2028 presidential primary state — on his “Take It Back” tour rallying for down-ballot Democrats in the South. Newsom’s trek to South Carolina follows others made this year by potential Democratic presidential contenders , including former Transportation Secretary Pete Buttigieg, former Vice President Kamala Harris, and Sen. Mark Kelly (Ariz.). Newsom, who is wrapping up his last term as California governor, has embraced the anti-establishment rhetoric gaining traction in the Democratic Party; in June, he declared that “the American economy has been engineered for the very top” and “it’s time for an economic reset.”

🤔 But Newsom’s own record shows his appetite for drastic change might be smaller than he’s pitching . This year, he called for a national billionaire’s tax — despite simultaneously working overtime to block a one-time 5 percent state tax on California’s billionaires.
