Today, Tuesday 1st September, the date that the Central Bank of Ireland was due to renew the Israel Bond prospectus, either by approval or transfer, it appears that no EU state is now authorising the sale of Israel Bonds.
This disruption to business-as-usual for the genocidal Apartheid state of Israel is a huge victory for the BDS Movement and for the global campaign against the funding of apartheid, genocide and war crimes .
This development follows the news in July that Luxembourg had refused to accept a second prospectus transfer from the CBI in May 2026. At present, it is not known whether the CBI sought to transfer the Israel Bonds prospectus to another country and Israel is now scrambling to find a state willing to accept it; whether the CBI intended to approve it itself; or whether the CBI even received a prospectus from the Development Corporation of Israel, the agency responsible for Israel Bonds.
It also comes in the wake of the Ireland-Palestine Solidarity Campaign’s submission of a Communication and evidence to the International Criminal Court asking for an investigation into the alleged role the CBI’s facilitation of the sale of Israel Bonds may play in funding genocide.
As journalist Niall Seargent noted on The Currency this afternoon , “as of today, there is nothing on the public record to indicate that a new prospectus is approved for the upcoming 12 months.”

IPSC Chairperson Zoe Lawlor said: “Today it appears that no country in the EU is willing to authorise the sale of its genocide-funding Israel Bonds . This disruption to business-as-usual represents a huge victory for the BDS Movement and a significant defeat for Israel. We hope it is another step towards finally ending the impunity Israel has been endowed with by EU governments for its decades of genocide, occupation, apartheid, war crimes, and crimes against humanity.
“Despite the clear obligation under the Genocide Convention to act to prevent genocide from the moment the risk of genocide is known, the Central Bank refused to stop authorising the sale of Israel Bonds: The ICJ Ruling in January 2024, and subsequent provisional measure of the ICJ, were definitive. Israel Bonds should never have been approved by the CBI in September 2024 , eleven months into the live-streamed genocide in Gaza. They should never have been transferred to the CSSF in Luxembourg in 2025 to facilitate their continued sale.
“ Today it is essential that the Government ensures that there is no further attempt by the CBI to transfer or approve this prospectus . The Minister for Finance, Simon Harris, must now ensure that the CBI ceases, once and for all, assisting Israel to fund genocide.
“Finally, we in the Ireland-Palestine Solidarity Campaign want to note that this is a victory for our dedicated volunteers and all the people and organisations in Ireland, Luxembourg, and elsewhere, who campaigned against the shameful practice of enabling the sale of Israel Bonds by the CBI and the CSSF.
“As Omar Barghouti, founder of the BDS movement, has said, Palestinians are not begging for charity. They are seeking meaningful, effective solidarity. Above all Palestinians are seeking an end to complicity – demanding that we do not harm. There is no more egregious harm than aiding the funding of genocide. We thank everyone and every organisation who joined us in building this powerful campaign seeking to stop funding of genocide by the institutions of European states.”
