The Occupied Territories Bill is moving through the Oireachtas right now – and the government is still trying to leave services out. This would allow the majority of trade with Israel’s illegal settlements to continue untouched, making a mockery of Ireland’s obligations under international law.
The Bill is being debated by the Foreign Affairs Comittee on Tuesday and Thursday this week – and we need to pile on the pressure.
We are asking our supporters to take two minutes to send two emails – one to the Members of the Foreign Affairs Committee, and one to your local government TDs – to demand that they put a full ban on trade in services into the Occupied Territories Bill.
Anything less is an immoral political choice to keep doing business with illegal settlements, and thus a betrayal of the Palestinian people and of international law. 1. EMAIL THE MEMBERS OF THE FOREIGN AFFAIRS AND TRADE COMMITTEE [Table]

Subject: You must include services in the OTB Dear Deputy I am emailing you in your capacity as a member of the Committee on Foreign Affairs and Trade to tell you that as a voter, I demand that the Occupied Territories Bill includes a ban on services, and not just goods. The goods covered by the Bill amount to only around €200,000 a year, while services are understood to make up around 70% of the trade with illegal settlements – refusing to ban this trade will seriously weaken the legislation. 2024’s ICJ Advisory Opinion made clear that states should avoid all economic and trade dealings that support Israel’s illegal settlements. The Irish Human Rights and Equality Commission, and numerous legal experts have all supported the inclusion of services, while leaked Attorney General advice has found no legal barrier to doing so. Indeed, your own Foreign Affairs and Trade Committee has stated that services should and must be included. Whether to include services or not is therefore a political decision – and, thus, ultimately, a moral one. This legislation matters for Palestinians living under apartheid and suffering genocide and ethnic cleansing. It also matters because international law has to mean something; the government cannot say it supports the law while making the political choice to continue to allow trade with illegal settlements. You have a rare opportunity to be part of history here. Whether you stand on its right or wrong side is up to you. Yours sincerely,

This legislation matters for Palestinians living under apartheid and suffering genocide and ethnic cleansing. It also matters because international law has to mean something; the government cannot say it supports the law while making the political choice to continue to allow trade with illegal settlements. I am writing to tell you that as a voter in Dublin Rathdown, I demand that the Occupied Territories Bill includes a ban on services, and not just goods. The Oireachtas Foreign Affairs and Trade Committee, the Irish Human Rights and Equality Commission, and numerous legal experts have all supported the inclusion of services, while leaked Attorney General advice has found no legal barrier to doing so. Whether to include services or not is therefore a political decision – and, thus, ultimately, a moral one. I am writing to tell you that as a voter in Mayo, I demand that the Occupied Territories Bill includes a ban on services, and not just goods. Yours sincerely, [Name]
