Luxembourg Ends Sale of Israel Genocide Bonds as Amnesty Calls for EU-Wide Ban – Irish Government Must Stop CBI Facilitating Genocide


The Ireland-Palestine Solidarity Campaign welcomes yesterday’s powerful call from Amnesty International for all EU states not to facilitate the sale of Israel Bonds . The clear unequivocal call on Ireland, as home member state, not to approve or transfer the Israel Bonds prospectus, in line with its obligations under international law, must be heeded.

Furthermore, the decision of the CSSF in Luxembourg, announced by the Minister for Finance Gilles Roth today, not to renew its approval of Israel Bonds is a huge and highly significant victory for the campaign in Luxembourg and internationally.

Amnesty has recommended that the Central Bank of Ireland should not approve or transfer the Israel Bonds prospectus and that the Minister of Finance and the Minister of Foreign Affairs and Trade should take steps to prevent the CBI from doing either.

Last Wednesday at the Finance Committee, the Central Bank Governor made it clear that the Central Bank would not refuse a transfer request, nor would they rule out approving an Israel Bonds prospectus this year. The Government has to act to stop the CBI continuing to assist Isarel to raise funds for genocide, apartheid, occupation, war crimes and crimes against humanity.

It cannot hide behind the frankly spurious claim by the CBI Governor that he is “following the law”, as the CBI acts in direct violation of the Genocide Convention and the obligation not to assist in the maintenance of illegal occupation of Palestinian territory as outlined in the ICJ Ruling of July 2025. The Irish state, as the Amnesty statement makes clear, is responsible under international law for the conduct of its financial regulator.

We strongly welcome the call on all EU states should refrain from accepting or approving a new prospectus for the offering of Israel Bonds in the EEA financial market and the call on all states to take or steps to prevent all trade, funding and investment that may aid or assist in the maintenance of, or contribute to, or be directly linked to Israel’s ongoing genocide against Palestinians in Gaza, its system of apartheid or unlawful occupation of the Occupied Palestinian Territories.”

In 2024, Spain and Belgium stopped allowing the sale of Israel Bonds within their borders. In 2025 the sale of Israel Bonds in Ireland ended. Luxembourg is now refusing to facilitate their sale. When Israel comes to the CBI asking for a transfer to some other EU state, the CBI must refuse any transfer. We call on the Taoiseach, the Tánaiste and the government to take immediate action to end the CBI’s egregious role in facilitating the sale of Israel Bonds. This shameful complicity must end.
