The Central Bank of Ireland looks set to continue enabling the sale of Israel’s genocide bonds throughout the EU.
Ireland is the ‘home member state’ of these bonds that fund genocide, apartheid, ethnic cleansing, and war crimes in Palestine, which means we are the European gateway for their sale within the EU – but also means we have the power to stop their sale altogether .
However CBI Governor Gabriel Makhlouf has made clear that he will not act in line with international law which demands an end to all funding for genocide and apartheid, and will either transfer the bond prospectus to a third state, or, simply approve the bonds here in Ireland on September 1st.
The Irish government must now act to ensure an end to the sale of these bonds in the EU by directing the CBI to neither renew nor transfer Israel’s prospectus this September.
After almost three years of live-streamed genocide against the Palestinian people, the Central Bank of Ireland must be forced to stop enabling Israel to finance its crimes against humanity.

I am writing to ask you to take urgent action to stop the Central Bank of Ireland enabling the sale of Israel Bonds in the EU. There must be no transfer of the 2026 Israel Bond prospectus and no approval of the prospectus by the CBI.
Israel Bonds fund genocide, apartheid, occupation, war crimes and crimes against humanity. Enabling the sale of Israel Bonds is legally and morally indefensible . It is in violation of the Genocide Convention which requires states, including all organs of the state, to act to prevent genocide from the moment the risk of genocide is known. It is in violation of our obligation, as outlined in the ICJ Ruling of July 2024 , not to assist in the maintenance of apartheid and the unlawful occupation of Palestinian territory.
Amnesty International in a public statement issued on 21 July 2026 said: ‘ A state that transfers or issues the prospectus for Israel Bonds in European countries enables Israel’s access to foreign capital markets and expands Israel’s fiscal capacity while it is committing internationally wrongful acts. This financial facilitation risks amounting to a failure to prevent genocide and carries the risk of aiding and assisting in genocide.’
The Report on the Israeli Bonds Programme, published on 5 August 2025, recognised that Israel Bonds ‘further assists the financing of Israel’s violations of human rights and contravening international law’ . It concluded unanimously ‘ the Central Bank of Ireland should desist insofar as is possible from the facilitating of Israeli bonds’.
The CBI has shown that it will not stop facilitating the sale of Israel Bonds without direction from the government. The CBI Governor has repeatedly said that the ICJ Ruling of July 2024 and the Genocide Convention are not taken into account by the CBI. The CBI renewed approval for Israel Bonds in September 2024 , eleven months into the live-streamed genocide in Gaza, nine months after the ICJ ruling of plausible genocide. In September 2025, the CBI transferred the prospectus to the CSSF in Luxembourg to ensure Israel’s continued access to EU markets. CBI sought to transfer the 2026 prospectus two months ago.
Following political, legal and public opposition to Israel Bonds, Luxembourg Finance Minister Gilles Roth announced on 21 July that Luxembourg is ending its role in the facilitation of the sale of Israel Bonds .
It is imperative that you, as Tánaiste and Minister for Finance, take urgent steps to stop the CBI transferring the Israel Bonds prospectus to any state . If a transfer has taken place or is in progress, then the process must be reversed or halted. The CBI is an institution of this state established by the Central Bank Act. You have the responsibility and the power to ensure that this institution does not enable the funding of genocide, occupation, apartheid, war crimes and crimes against humanity.
The CBI has unfettered ability to refuse a transfer request from Israel, just as the CSSF had unfettered ability to refuse, as it did, to accept the transfer two months ago.
It is also imperative that you ensure that the CBI does not approve the 2026 Israel Bonds Prospectus. The EU Prospectus Regulation 2017/1129 acts within the framework of international and European law. The Regulation, section 88 of the preamble, states: ‘ This Regulation respects the fundamental rights and observes the principles recognised in particular by the Charter of Fundamental Rights of the European Union . Therefore, this Regulation should be interpreted and applied in accordance with those rights and principles.’
The CBI must desist from enabling the sale of Israel Bonds. As ‘home member state’ Ireland has the unique duty, and ability, to stop the flow of funds from EU countries , raised through the sale of Israel Bonds, to commit genocide and grave crimes against the Palestinian people .
I urge you to end the shameful facilitation of Israel Bonds by the CBI . This is a defining issue for Ireland, and it is on your watch as Minister for Finance. You have recognised that genocide is being perpetrated in Gaza; you have recognised ‘the expansion of settlements, the displacement of tens of thousands, and rampant settler violence’ in the West Bank. Act now. Direct the CBI not to transfer or approve any further Israel Bonds prospectus.
