THE CIA WORLD FACTBOOK: R.I.P. [Guest article by Ryan L. Dudley]

On February 4, 2026, the Central Intelligence Agency (CIA) quietly announced that the World Factbook was discontinued. No reason was given. https://www.cia.gov/stories/story/spotlighting-the-world-factbook-as-we-bid-a-fond-farewell It was interesting to watch the twists and turns during the last few years as the book kept shifting its method of coverage of economic affairs, especially the country rankings of Gross Domestic Product (GDP). The book had a problem with GDP figures in whether to use the traditional “Official Exchange Rate”(OER) or the alternative “Purchasing Power Parity”(PPP) method. The OER is commonly called the “Nominal” method. The CIA finally decided to use the PPP method and wrote up a page of explanation and reasons for switching to it for the Factbook. The Economy section of the book also had a table listing of all countries in rank order of GDP, from largest to smallest. The table showed that China had the largest economy, followed by the United States. Then India, Japan, Germany and Russia, in that order. However, most politicians, analysts, editors, and commentators continued to use the OER method without realizing it, since few GDP mentions ever explained which method they were using. The OER method showed that the US was number one, China number two, and Russia was down around number thirteen.
This helps explain why so many people believed that Russia would be a pushover in the Ukraine War and why the Russian proposal for a new security architecture in Europe was ignored or ridiculed in the West. It appeared that few people in the US Government paid any attention to the CIA book. Then something happened that changed the content of the book. The table of GDP by country was removed. The GDP was still listed for each country, but only within the write-up for that country,. No summary table. So to find the largest economies, a reader had to check each country entry and make up a table manually. That was a lot of work, unless the reader already knew the answer and only had to check for confirmation. After a while, however, the rank order table reappeared, without any explanation. By this time the rankings had changed. The GDP order now, still using PPP, was China, US, India, Russia, Japan and Germany. So according to the CIA’s own statistics, Russia was gaining ground despite all the sanctions and war.
The Factbook 2026-2027 version is not now available on the internet, but a printed version is available to purchase from Amazon or Barnes & Noble. The print copy does not have an Economy section any more in the same way, nor any ranking tables. It is back to finding the GDP in each country entry. A new improvement, however, is that each country entry lists the country’s GDP rank. The rankings are unchanged. The Factbook definitions and notes section contains an explanation of the GDP methodology for both PPP and OER, concludes that the PPP method “probably provides the best starting point for comparisons of economic strength between countries.”

Note that the OER method also lists the U.K. (3.644), France (3.162) and Italy (2.373) ahead of Russia, whereas the PPP method does not. It obviously is very tricky to use GDP numbers to support policy decisions. For national security questions, it would probably be more useful to pull out the components of GDP that are most necessary in wartime, such as factories and food, and create a different ranking system.

Other organizations provide GDP figures. Some well-known international ones are the World Bank and the International Monetary Fund (IMF). Here are some numbers from World Bank:

Again, Russia is number four in PPP measures, but farther down the list in US dollars. The World Bank GDP tables list all countries in alphabetical order, making it hard to find rankings. A quick way to see the rankings is to use Wikipedia’s two entries: ‘List of counties by GDP (nominal)’ and ‘List of countries by GDP (PPP)’ which are based on International Monetary Fund (IMF) numbers. The numbers differ slightly from World Bank, but the rankings are similar.
CONCLUSION
In reviewing GDP numbers, it is essential to understand that there are two different methodologies being used for calculation, and these methodologies differ wildly in practice and in results. Any publication dealing with GDP should make it clear which method is in play. The old warning about lies and statistics needs to be kept in mind. In addition, there are valid concerns about whether GDP is actually measuring the right things in the right way, depending on the purpose of calculating GDP in the first place. Something about garbage in, garbage out, etc. Finally, the abrupt demise of the CIA Factbook might create a suspicion of a problem in bearing bad news about the US economy ranking, commonly known as “shoot the messenger.”
